Michelle Randall
Supervisor Buster-District I
Michelle Randall was appointed to the Riverside County Trails Committee in 2004. Ms. Randall is a retired educator who has been a life-long equestrian and wilderness enthusiast. During her years on the Trails Committee, she has worked to map, maintain, promote, protect and establish a countywide trail system. In addition, Ms. Randall currently serves on the Off-Highway Vehicle Recreation Commission, the El Sobrante Oversight Committee, and the General Plan Advisory Committee. As a life-long advocate for clean air, quality of life and the rights of property owners, Ms. Randall has served on the California State Air Quality Management District Technical Advisory Committee for Rule 1133, the Recyc Inc. and Synagro Inc. Oversight Committees, and the Oversight Committee for the Land Application of Sewage Sludge.

Phillip Bremenstuhl
Supervisor Buster – District I
Phillip Bremenstuhl was appointed to the Riverside County Trails Committee in 2009. Mr. Bremenstuhl retired after 40 years in the Paint Industry where he held a variety of technical and business management positions. He is currently working as a Financial Consultant. Mr. Bremenstuhl has been an advocate to make use of non-motorized transportation safer. He chaired the Rotary’s first two “Tour de Riverside” events, encouraging families to use bicycles as transportation in Riverside. Mr. Bremenstuhl has worked with the Parent Teacher Associations (PTA) and the Riverside school system to promote the “Safe Routes to School” program that was administered by the County of Riverside’s Public Health Department. He has also encouraged the City of Riverside’s participation the “Bicycle Friendly City” certification program through the Public Works Department.

Frank Hall
Supervisor Tavaglione- District II
Frank Hall was appointed to the Riverside County Trails Committee in 2010. He is a native Southern Californian who has lived in the City of Norco since 1975. Mr. Hall has served on the Norco City Council for 12 years and was Mayor for three of those years. He is a past President of the California State Horsemen’s Association, Equestrian Trails, Inc., the Norco Horsemen’s Association, and the Associated Riding Clubs of Orange County. He is presently the President of the Corona-Norco Family YMCA and has been Treasurer for the Norco Horsemen’s Association since 1992. Presently retired, he was previously employed by the County of Orange for 35 years in right-of-way engineering, property management and facilities planning.

Amie Kinne, Vice Chair
Supervisor Tavaglione- District II
Amie Kinne was appointed to the Riverside County Trails Committee in 2008. She grew up on the shores of Lake Superior in Northern Wisconsin. While being surrounded by vast open spaces and plenty of wildlife, her foundation of conservation and appreciation of nature was born. Ms. Kinne later moved to Southern California where she attended the University of California, Irvine. Ms. Kinne has been actively reaching out to like-minded people as an equestrian, hiker, and photographer. She supports various conservancy groups, participates in clean ups, and has been involved with the Boys Scouts of America for the past eight years. Ms. Kinne also enjoys reading field guidebooks and refers to herself as an amateur naturalist in training.

Lynn Mattocks
Supervisor Stone- District III
Lynn D. Mattocks, a Retired U.S. Marine, was appointed to the Riverside County Trails Committee in 2005. Mr. Mattocks served as either Chair or Vice Chair of the Riverside County Trails Committee from 2005 to 2010. He is a 25-year member of the DeAnza Trail Caballeros; a 25-year member of the Rancho California Horseman’s Association; a 29-year member of the Santa Rosa Plateau Riding Club; and is a lifetime member of the Professional Rodeo Cowboys Association. Mr. Mattocks has worked to promote, preserve, and maintain trails throughout Riverside County. He is currently helping in the development of an extensive system of trails through the Wine Country of Temecula.

Martin Rosen
Supervisor Stone- District III
Martin Rosen was appointed to the Trails Committee in September 2011. He has a B.S. in Biology from Brooklyn College, a Master’s degree in Biochemistry from the City University of New York, and a Ph.D. in Biochemistry from New York University. He has a vast work history in the field of medicine, including research, pathology, and lecturing. He was a Fellow of the Royal Society of Health in London, a member of The Royal Dublin Society, The New York Academy of Sciences, and The American Association for the Advancement of Science. He served on the Board of Trustees of the Staten Island Zoo, the College of Staten Island Association Board of Directors, the College Council Executive Board, and the Board of Directors of the Oasis Homeowners Association where he served as the Vice-President and the President. He was appointed to the General Plan Advisory Committee (GPAC) for the City of Menifee and served on the Menifee Advisory Committee (MCAC) to the City Council as Vice-Chair, appointed by the Mayor. He was also appointed as a Director of the Eastern Municipal Water District (EMWD) Advisory Board.

Gayle Cady
Supervisor Benoit- District IV
Gayle Cady was appointed to the Riverside County Trails Committee in 2002. Ms. Cady is an avid equestrian and has been a resident of Riverside County since 1980. She has worked with Park District personnel and the City of La Quinta to improve both the City’s website and the tourist brochures for the Lake Cahuilla Recreation Area. She has aided the City of La Quinta in establishing a multi-purpose trail system. Her accomplishments include the realignment of trails surrounding the Lake Cahuilla Recreation Area, preserving the Boo Hoff Trail, and working with various agencies to initiate the new designation of the National Monument boundary lines around the base of the toe of the Martinez Mountain Rockslide/Avalanche.

LeGrand Velez, Chair
Supervisor Benoit-District IV
LeGrand Einbender Velez was appointed to the Riverside County Trails Committee in 2006. He was born and raised in Phoenix, Arizona. He earned a Bachelor’s Degree in Economics from Georgetown University in Washington D.C., and a Master’s Degree in Natural Resource Management from Northern Arizona University. Since college, Mr. Velez has worked with the Wetland Regulation as well as a as a planner, and as a capital facilities project manager. In 2005, Mr. Velez moved to the Coachella Valley and now resides in Palm Springs. He currently works as an environmental planner for LSA Associates. Mr. Velez is the founder of the Coachella Valley Community Trails Alliance and serves as the Board President of this non-profit, grassroots organization.

Sue Gilchrist
Supervisor Ashley- District V
Sue Gilchrist was appointed to the Riverside County Trails Committee in 1997.
Originally from New Jersey, Ms. Gilchrist has lived in many states as well as a three-year stay in England. She received her Bachelor’s degree from Penn State University and earned a Master’s degree from University of North Carolina. She remembers fondly as a sophomore in college, she watched Joe Paterno coach his first game. Ms. Gilchrist has since retired from teaching, and is currently acting as the Chair for the Riverside County Trails Committee as well as the Adopt-A-Trail Coordinator. Prior to coming to the Riverside County Trails Committee, Ms. Gilchrist was a member of the Moreno Valley Trails Committee for nine years.

Marie Spradlin
Supervisor Ashley- District V
Marie Spradlin was appointed to the Riverside County Trails Committee in 2003. Ms. Spradlin is the fifth generation having grown up in the Nuevo, Romoland, and Homeland area. She has worked tirelessly on both equestrian and multi-use trails within the County and in her District. Ms. Spradlin is a 40-year member of the Philanthropical Educational Organization; an organization that encourages further education by providing scholarships. She currently serves on the Perris Historical Museum Board and is helping to establish the Nuevo Historical Museum. Ms. Spradlin has been involved with the 4-H club for many years, and is an Exhibit Supervisor for the Southern California Fair held at the Lake Perris Fairgrounds. She is also a member of two individual horse clubs and the Cruisin A’s Club (Model A club) of Hemet.

Jerry Jolliffe
Supervisor Ashley- Member at Large
Jerry Jolliffe was appointed to the Riverside County Trails Committee as the At-large member in 2010. Mr. Jolliffe recently retired from the Riverside County Planning Department and has 32 years of land use and trails planning experience. He has worked closely with members of the public as well as public agencies across the County in planning equestrian, bicycle, and pedestrian trails. This is in conjunction with the County's General Plan and land development proposals. Originally from San Diego, Mr. Jolliffee holds a Bachelor's degree from Arizona State University and a Master's degree in Urban Planning from the University of Arizona.
